Introduction of the Change Request Form (CRF) on MCA-21

In an effort to enhance user convenience and address exceptional circumstances, stakeholders are notified about the deployment of the Change Request Form (CRF) on the MCA-21 V3 portal. This web-based form serves as a dedicated avenue for users seeking Registrar of Companies (RoCs) assistance when their requirements cannot be accommodated through existing forms, services, or functionalities, both at the Front Office (MCA-21 service users) and Back Office (RoCs) levels.

It is essential to clarify that the CRF is not a substitute for any reporting, application, or registry requirements stipulated by the Companies Act, 2013, and LLP Act, 2008. Any requests pertaining to these statutory obligations will not be entertained through the CRF and are subject to summary rejection.

The CRF is specifically designed for unique situations, such as Master Data correction and compliance with directives from Courts/Tribunals, which may not be fulfilled using the existing forms or services within the MCA-21 system. It should not be utilized for approval-related or registration-related queries, as the existing ticketing system and help desk facilities are in place for such purposes.

To ensure a swift and efficient resolution process, RoCs are mandated to process the CRF within three days of its filing. Subsequently, the form will be forwarded to the Joint Director (e-governance cell), who will make a decision within a maximum period of seven days. This stringent timeline is established to expedite matters and uphold the efficiency of the CRF system.

It is imperative to note that the CRF is introduced with the approval of the Competent Authority, reflecting a commitment to streamlining processes and providing a responsive platform for stakeholders within the MCA-21 ecosystem. This initiative aims to cater to exceptional circumstances, ensuring that the user experience remains seamless while adhering to regulatory requirements.
